ABOUT THE CONFERENCE

In an era where threats of aggression persist as a pressing challenge to global peace and stability, this conference offers a platform to:

  • Reflect on the historical development of the crime of aggression
  • Identify barriers to its universal acceptance and enforcement
  • Explore innovative solutions to promote accountability and deter future acts of aggression

HIGHLIGHTS & FOCUS AREAS

  • The Crime of Aggression under the Kampala Amendments
  • Challenges in achieving universal acceptance and ratification
  • Procedural Requirements and jurisdictional barriers at the ICC
  • Proposed Reforms to the Rome Statute in light of new global threats

BACKGROUND

Although addressing the international crime of aggression dates back to the Nuremberg trials, universal enforcement remains elusive. As of January 2025, only 47 of 125 states have ratified the Kampala Amendments. Political considerations, state sovereignty concerns, and the complex involvement of the UN Security Council limit widespread acceptance. This conference underscores the urgency of renewed dialogue and advocacy in strengthening legal frameworks to combat aggression.

CFTJ’s Mission: The Center for Truth and Justice (CFTJ) is an international human rights organization committed to documenting atrocity crimes and pursuing accountability for perpetrators. Through legal clinics overseeing the collection of direct evidence from survivors, and advocacy, CFTJ works to create and use legal records to attain accountability. CFTJ strives to amplify the voices of human rights violations, including discrimination, ethnic cleansing, displacement, mass atrocities, war crimes, and genocide.

Who We Are

The Center for Truth and Justice was founded to preserve testimonials following the 2020 war in Nagorno-Karabakh, known as Artsakh by Armenians.

Our team is comprised of attorneys and law students in the US, Armenia, and Nagorno-Karabakh, as well as human rights advocates and other professionals dedicated to amplifying the voice of Armenians affected by discrimination, ethnic cleansing, displacement, war crimes, mass atrocities and genocide.

What We Do

The Center for Truth and Justice collects eyewitness testimonies from survivors of the 2020 Artsakh war. The Center educates and trains teams in Armenia and Nagorno-Karabakh on evidence-based interview techniques, compliant with international legal standards.

We preserve evidence and make it accessible for current or future proceedings, whether in Armenia or abroad.

Why We Do It

The mission of the Center for Truth and Justice is to be a living memorial to crimes against humanity. By being a permanent home for testimonials, the Center serves to make eyewitness accounts available for study, education, and legal action in order to foster education, empathy, justice and change.
