PRELIMINARY STATEMENT AND EXECUTIVE SUMMARY
The Center for Truth and Justice (CFTJ or Center) is a non-governmental human rights organization dedicated to documenting atrocity crimes and seeking accountability for perpetrators of such crimes in the Nagorno-Karabakh and Armenia–Azerbaijan armed conflicts. It was founded in November 2020 in response to the Nagorno-Karabakh war.

On June 14, 2024, CFTJ submitted a communication requesting the WGAD to launch an urgent appeal concerning the case of Vicken Euljekjian, an ethnic Armenian who has been arbitrarily detained by the Republic of Azerbaijan since November 10, 2020. Euljekjian was captured after the 2020 Nagorno-Karabakh war when he returned to his home to collect personal belongings before fleeing the area. The original communication included multiple annexes, testimonial evidence from family members, and documentation of torture, inhumane treatment, ethnic-based violence, and discrimination, treatment that reportedly led to suicidal ideation during his detention.
CFTJ has never received any response to this communication, despite follow-up inquiries sent on September 10, 2024, August 6, 2025, and September 20, 2025, emphasizing the grave situation of Euljekjian, particularly following Azerbaijan’s expulsion of the International Committee of the Red Cross (ICRC), which had served as the only channel through which families of Armenian prisoners of war (POWs) and hostages could obtain information on their condition and maintain contact.
